At its April 25, 2016 meeting, the Ethics Commission (“Commission”) considered a proposed November 2016 ballot measure that would ask San Francisco voters to place new restrictions on lobbyist contributions, the bundling of contributions by lobbyists, and gifts from lobbyists.

Specifically, the measure proposed to the Commission would seek to amend Section 2.115 of the Campaign and Governmental Conduct Code to 1) prohibit all gifts from lobbyists to City officers; 2) limit to lobbyist campaign contributions to $50; and 3) prohibit campaign contribution bundling by lobbyists. For further information, the proposal received by the Ethics Commission is viewable on the Commission’s website.

Following the Commission’s direction, Commission staff will hold two interested persons meetings on the dates shown above to obtain public comment on the proposals. Staff will include feedback from these meetings in its analysis and recommendations on the proposed ballot measure, to be presented at the Commission’s May 23, 2016 meeting. Issues that may be discussed include:

  • The definition of “bundling:” what activities should it include, or not include?
  • What information or data demonstrates a need for the proposed policies?
  • Applicability of the proposed restrictions to both contact lobbyists and expenditure lobbyists
  • Adding language to prohibit an official’s receipt of impermissible gifts or contributions
