&lt;p&gt;At its meeting on March 8, 2010, the San Francisco Ethics Commission took the following actions:&lt;/p&gt;
&lt;ul&gt;
 &lt;li&gt;Re-elected, by separate 5-0 votes, Jamienne S. Studley as the Commission’s Chairperson and Susan J. Harriman as the Commission’s Vice-Chairperson for the coming year.&amp;#0160; &lt;/li&gt;
 &lt;li&gt;Approved, by a vote of 5-0, a draft formal advice letter to state that the one-year post-employment ban under San Francisco Campaign and Governmental Conduct Code section 3.234 for a member of the Access Appeals Commission (“AAC”) applies to communications with the Department of Building Inspection (“DBI”), which includes the DBI, the Building Inspection Commission and the AAC.&amp;#0160; &lt;/li&gt;
 &lt;li&gt;Granted, by a vote of 4-1, a waiver from the one-year post employment ban under San Francisco Campaign and Governmental Conduct Code section 3.234(a)(2) to Zachary Nathan, a member of the AAC.&amp;#0160; The waiver allows Mr. Nathan, appointed to the AAC in December 2009, to communicate with the Department of Building Inspection as a licensed architect when he resigns from the AAC.&lt;/li&gt;
 &lt;li&gt;Granted, by a vote of 4-1, a waiver from the compensated advocacy ban under San Francisco Campaign and Governmental Conduct Code section 3.224 to William Scott Ellsworth, who serves on the AAC as a person “experienced in construction.”&amp;#0160; The waiver allows Mr. Ellsworth, a licensed architect, to represent private parties before other City officers and employees while serving on the AAC.&amp;#0160; &lt;/li&gt;
 &lt;li&gt;Approved, by a 5-0 vote, an amendment to San Francisco Campaign and Governmental Conduct (“C&amp;amp;GC”) Code section 3.216(b) to extend the ban on gifts from restricted sources to include loans, except for loans from commercial lending institutions made in the ordinary course of business.&amp;#0160; (A restricted source is either (a) a person who has or is seeking a contract with the department of an officer or employee; or (b) a person who has knowingly attempted to influence the officer or employee in the last 12 months.)&lt;/li&gt;
 &lt;li&gt;Approved, by a 5-0 vote, an amendment to C&amp;amp;GC Code section 3.216(c) to clarify that the current ban on “gratuity in money or other valuable thing” applies to gifts from subordinates and to extend the ban to include loans.&lt;/li&gt;
 &lt;li&gt;Approved, by a 5-0 vote, amendments to C&amp;amp;GC Code section 3.216(d) to clarify that reporting of travel payments applies to payments made by an individual as well as an entity, and to delete language regarding gifts of travel used by elected officials that is no longer necessary due to changes in state law.&lt;/li&gt;
 &lt;li&gt;Selected the following seven committees active in the 2009 election for random audits:&amp;#0160; Committee on JOBS Government Reform Fund; Building Owners and Managers Association of San Francisco Political Action Committee – Independent Expenditures aka BOMA-SF; Choice for Students; Plan C San Francisco PAC; San Franciscans Against Commercialization – No on C, No on D, Yes on E; Protect Our Rec Centers/Yes on C; and Cisneros for Treasurer 2009.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;The Commission’s next scheduled meeting will be held on Monday, April 12, 2010, at 5:30 p.m. in Room 408 City Hall.&lt;/p&gt;

&lt;p&gt;The Ethics Commission, established in November 1993, serves the public, City employees and officials and candidates for public office through education and enforcement of ethics laws.&amp;#0160; Its duties include:&amp;#0160; filing and auditing of campaign finance disclosure statements, lobbyist and campaign consultant registration and regulation, administration of the public financing program, whistleblower program, conflict of interest reporting, investigations and enforcement, education and training, advice giving and statistical reporting.&amp;#0160; &lt;/p&gt;

&lt;h3&gt;1. Staff report.&amp;nbsp; &lt;/h3&gt;
&lt;p&gt;Staff has been incredibly busy these past few months because of staffing changes, the filing of the semi-annual campaign finance disclosure reports, the launching of the public financing program and new lobbyist disclosure program, and preparation for the new round of ethics filings due on April 1.&amp;nbsp; Overall, staff has done a great job, resulting in third parties taking the time to remark on staff’s responsiveness and thoroughness of work.&amp;nbsp; One example of such comments came from a candidate for the DCCC who contacted me to let me know that Jarrod Flores “went above and beyond any call or expectation of service…He step-by-step helped me avoid mistakes, account for confusions, and overcome my own ignorance over some issues…I am stunned with how highly helpful and professional Mr. Flores was.”&amp;nbsp; In another instance, the Department of Human Resources recently wrote “At the 2/1/10 CSC (Civil Service Commission) meeting Commissioner Casper praised your Department’s PSC summary for its thoroughness and clarity.”&amp;nbsp; (The PSC summary, written by Steven Massey, pertained to the extension of the Netfile contract.)&amp;nbsp; The DHR representative asked if DHR could use our PSC summary package “as an example for other City departments that are still learning the process.”&amp;nbsp; Such feedback acknowledges the conscientious and diligent efforts of our staff.&amp;nbsp; &lt;/p&gt;
&lt;h3&gt;2.&amp;nbsp; Investigation and enforcement program. &lt;/h3&gt;
&lt;p&gt;Since its last regular meeting on December 14, 2009, the Commission has received five new complaints.&amp;nbsp; There are currently 14 complaints in the Commission’s jurisdiction.&lt;/p&gt;

&lt;h3&gt;3. Campaign finance disclosure program. &lt;/h3&gt;
&lt;p&gt;a. &lt;span style=&quot;text-decoration: underline;&quot;&gt;Filing deadline&lt;/span&gt;. &amp;nbsp;The most recent filing deadline was February 1, 2010 for the Second Semi-Annual statement, which covers the reporting period ending December 31, 2009.&amp;nbsp; On February 24, staff sent out eight Non-Specific Written Notices to candidates/committees who had not filed required campaign statements.&amp;nbsp; As of March 1, six candidate/committees still have not filed their required statements.&amp;nbsp; These six candidates/committees have been posted to the Non-Responsive Filers List, which can be found on the Commission’s website.&lt;/p&gt;
&lt;p&gt;The Ethics Commission has begun to conduct candidate trainings for the November 2, 2010 election.&amp;nbsp; The next training will be on May 12, 2010.&amp;nbsp; A notice about the training dates has been emailed and mailed to all potential candidates. &amp;nbsp;A list of training dates is available on the Commission’s website.&amp;nbsp; Staff will also hold a candidate’s training on March 3, 2010 for the June 8, 2010 election.&amp;nbsp; This training is only for candidates for the County Central Committee and is not mandatory. &lt;/p&gt;
&lt;p&gt;Staff continues to provide training to new staff who joined the Commission as a result of recent City-wide bumping.&amp;nbsp; &lt;/p&gt;

&lt;h3&gt;5. Public financing/Campaign finance audit program.&lt;/h3&gt;
&lt;p&gt;The first day on which candidates for the Board of Supervisors could submit an application for public funds was February 2.&amp;nbsp; As of March 2, four candidates have been certified as eligible to receive public funds and one candidate’s application is under review.&amp;nbsp; &amp;nbsp;&lt;/p&gt;
&lt;p&gt;Staff will conduct a workshop on March 3 for candidates running for county central committee seats in June 2010.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &amp;nbsp;&amp;nbsp;&lt;/p&gt;
&lt;h3&gt;6. Lobbyist program.&amp;nbsp; &lt;/h3&gt;
&lt;p&gt;As of March 1, 2010, 40 individual lobbyists were registered with the Commission.&amp;nbsp; In the FY 09-10, $21,662 in lobbyist fees and $400 in fines have been collected, for a total of $22,062.&amp;nbsp; &lt;/p&gt;
&lt;p&gt;Lobbyists are now required to submit reports electronically on the 15th of each month.&amp;nbsp; The Commission and Netfile activated the new &lt;a href=&quot;http://system.netfile.com/filer&quot;&gt;lobbyist electronic filing system&lt;/a&gt; on January 4, 2010.&amp;nbsp; &lt;/p&gt;
&lt;p&gt;Prior to the February 15, 2010 deadline for the January 2010 reporting period, staff met with or conducted telephone meetings with 14 individual lobbyists to ensure they understood how to use the filing system.&amp;nbsp; To date, eight registered lobbyists have not filed their reports for January 2010.&amp;nbsp; This was due to lobbyists that needed additional assistance with the new system.&amp;nbsp; Staff has contacted those lobbyists and is working to help them complete their filings.&lt;/p&gt;
&lt;p&gt;On March 3, 2010, the Commission released a &lt;a href=&quot;http://system.netfile.com/Sunlight/&quot;&gt;web site for the public to view the monthly lobbyist reports&lt;/a&gt;.&amp;nbsp; The web site includes a directory of lobbyists, firms, clients, and contacted public officials.&amp;nbsp; It also allows the public to search lobbyist activity, including political contributions, contacts of public officials, payments promised by clients and activity expenses.&amp;nbsp; The web site will be updated every month as lobbyists file disclosure reports.&lt;/p&gt;
&lt;h3&gt;7. Campaign Consultant program.&amp;nbsp; &lt;/h3&gt;
&lt;p&gt;As of February 26, 2010, twenty-six campaign consultants are active and registered with the Commission.&amp;nbsp; The annual re-registration deadline was on Monday, January 4, 2010.&amp;nbsp; Two consultants filed one day late; all others filed on time.&amp;nbsp; $11,900 in registration fees and $100 in late fines have been collected in the 2009-2010 fiscal year.&amp;nbsp; &lt;/p&gt;
&lt;p&gt;The next quarterly report is due March 15, 2010.&amp;nbsp; Staff will send reminder notices to the campaign consultants two weeks prior to the deadline.&lt;/p&gt;
&lt;h3&gt;8. Statements of Economic Interests.&lt;/h3&gt;
&lt;p&gt;April 1 is the deadline for designated officers and employees to file their annual Statement of Economic Interests (“SEIs”).&amp;nbsp; Staff has issued notices to department heads and commission secretaries about their filing officer duties.&amp;nbsp; On February 23, staff provided a training on the SEI.&amp;nbsp; April 1 is also the deadline for department heads and members of boards and commissions to file their annual Sunshine Ordinance declaration.&lt;/p&gt;
&lt;p&gt;On Tuesday, March 2, 2010, at 5:0 p.m., the City Attorney’s Office, in conjunction with the Commission, provided a Sunshine Ordinance/ethics training workshop at the Koret Auditorium in the Main Library.&amp;nbsp; Attendance at the event satisfied the annual Sunshine training requirement as well as the biannual AB1234 ethics training requirement.&amp;nbsp; Commission staff provided forms for attendees to fill out.&amp;nbsp; &lt;/p&gt;
&lt;h3&gt;9. Outreach and Education.&lt;/h3&gt;
&lt;p&gt;The Ethics Commission will continue to offer trainings on Statements of Incompatible Activities to City departments.&amp;nbsp; On February 23, staff facilitated an SEI Related Duties Training for filers and filing officers.&amp;nbsp; The presentation discussed the SEI, Sunshine Ordinance Declaration, Certificate of Ethics Training, Certification of Delivery, and Filing Officer Report. &lt;/p&gt;
&lt;p&gt;The following trainings are the currently scheduled in-person trainings for 2010:&lt;/p&gt;

&lt;p&gt;On February 19, 2010, the Ethics Commission certified Elaine Zamora and Jane Kim, candidates for the Board of Supervisors, District 6, as eligible to receive public funds from the San Francisco Election Campaign Fund.&amp;#0160; Based on the declaration and supporting documentation that Ms. Zamora and Ms. Kim submitted on February 2, 2010, the Commission determined that each candidate received qualifying contributions totaling $5,000 from at least 75 residents of the City. Ms. Zamora and Ms. Kim will each receive an initial public grant of $10,000.&lt;/p&gt;
&lt;p&gt;Candidates who seek public funds must agree to abide by an individual expenditure ceiling, which begins at $143,000 for Board of Supervisors races.&amp;#0160; Candidates who are certified to receive public funds may receive up to $89,000, depending upon the amount of matching contributions they raise from San Francisco residents.&amp;#0160; If the Commission raises the individual expenditure ceiling of Ms. Zamora or Ms. Kim, the candidate would be eligible to receive funds in excess of $89,000, depending on the amount of funds available in the Election Campaign Fund, the number of candidates seeking public financing, and the amount of matching contributions the candidate raises.&lt;br /&gt;
 &lt;br /&gt;
 The certification of at least one candidate as eligible to receive public funds in District 6 triggers reporting requirements under section 1.152(a) of the Campaign Finance Reform Ordinance (S.F. Campaign and Governmental Conduct Code § 1.100 et seq.).&amp;#0160; Under section 1.152(a)(2), each candidate for the Board of Supervisors in District 6 must file Form SFEC-152(a)-2 with the Ethics Commission within 24 hours of receiving contributions, or making expenditures that equal or exceed $100,000.&amp;#0160; Thereafter, the candidate must file an additional supplemental statement within 24 hours of every time the candidate receives additional contributions, or makes additional expenditures that in the aggregate equal or exceed $10,000.&amp;#0160; &lt;/p&gt;
&lt;p&gt;Under section 1.152(a)(3), any person (individual, partnership, corporation, association, firm, committee, club, or other organization or group of persons, however organized) who makes independent expenditures, electioneering communications or member communications that clearly identify a candidate for the Board of Supervisors in District 6 in an amount that in the aggregate equals or exceeds $5,000 must, within 24 hours of reaching the spending threshold, file Form SFEC-152(a)-3 and an original copy of the communication with the Ethics Commission.&amp;#0160; Thereafter, any such person must file a supplemental statement and an original copy of the communication each time that the person makes or incurs an additional expense of $5,000 or more. The costs of a communication that supports or opposes more than one candidate or measure must be apportioned among each candidate and measure in the communication. &lt;/p&gt;

&lt;p&gt;On February 11, 2010, the Ethics Commission certified Malia Cohen, candidate for the Board of Supervisors, District 10, as eligible to receive public funds from the San Francisco Election Campaign Fund.&amp;#0160; Based on the declaration and supporting documentation that Ms. Cohen submitted on February 2, 2010, the Commission determined that she received qualifying contributions totaling $5,000 from at least 75 residents of the City, thus making her eligible to receive public funds. Ms. Cohen will receive an initial public grant of $10,000.&lt;/p&gt;
&lt;p&gt;Candidates who seek public funds must agree to abide by an individual expenditure ceiling, which begins at $143,000 for Board of Supervisors races.&amp;#0160; Candidates who are certified to receive public funds may receive up to $89,000 in funds, depending upon the amount of matching contributions they raise from San Francisco residents.&amp;#0160; If the Commission determines to raise the individual expenditure ceiling of Ms. Cohen, she may be eligible to receive funds in excess of $89,000, depending on the amount of funds available in the Election Campaign Fund, the number of candidates seeking public financing, and the amount of matching contributions she raises.&lt;br /&gt;
 &lt;br /&gt;
 The certification of a candidate as eligible to receive public funds in District 10 triggers reporting requirements under section 1.152(a) of the Campaign Finance Reform Ordinance (S.F. Campaign and Governmental Conduct Code § 1.100 et seq.).&amp;#0160; Under section 1.152(a)(2), each candidate for the Board of Supervisors in District 10 must file Form SFEC-152(a)-2 with the Ethics Commission within 24 hours of receiving contributions, or making expenditures that equal or exceed $100,000.&amp;#0160; Thereafter, the candidate must file an additional supplemental statement within 24 hours of every time the candidate receives additional contributions, or makes additional expenditures that in the aggregate equal or exceed $10,000.&amp;#0160; &lt;/p&gt;
&lt;p&gt;Under section 1.152(a)(3), any person (individual, partnership, corporation, association, firm, committee, club, or other organization or group of persons, however organized) who makes independent expenditures, electioneering communications or member communications that clearly identify a candidate for the Board of Supervisors in District 10 in an amount that in the aggregate equals or exceeds $5,000 must, within 24 hours of reaching the spending threshold, file Form SFEC-152(a)-3 and an original copy of the communication with the Ethics Commission.&amp;#0160; Thereafter, any such person must file a supplemental statement and an original copy of the communication each time that the person makes or incurs an additional expense of $5,000 or more. The costs of a communication that supports or opposes more than one candidate or measure must be apportioned among each candidate and measure in the communication. &lt;/p&gt;
&lt;p&gt;The Ethics Commission, established in November 1993, serves the public, City employees and officials and candidates for public office through education and enforcement of ethics laws.&amp;#0160; Its duties include:&amp;#0160; filing and auditing of campaign finance disclosure statements, lobbyist and campaign consultant registration and regulation, administration of the public financing program, conflict of interests reporting, investigations and enforcement, education and training, advice giving and statistical reporting.&lt;/p&gt;</content:encoded>

&lt;h3&gt;1.&amp;#0160;&amp;#0160; Budget.&amp;#0160; &lt;/h3&gt;
&lt;p&gt;As mentioned previously, the City has forecasted a $522 million general fund deficit for the next fiscal year.&amp;#0160; All departments have been instructed to identify a 20 percent cut in their budgets and an additional 10 percent contingency cut.&amp;#0160; For the Commission, this translates to a $431,322 cut, and an additional $215,661 contingency cut, for a possible total of $646,983 in cuts for Fiscal Year 2010-2011.&amp;#0160; Staff has met with the Mayor’s Office and will submit a budget by February 22.&amp;#0160; The budget will reflect the instructions approved by the Commission at its December 2009 meeting.&amp;#0160; &amp;#0160;&amp;#0160;&amp;#0160;&amp;#0160; &lt;/p&gt;
&lt;h3&gt;2.&amp;#0160; Investigation and enforcement program. &lt;/h3&gt;
&lt;p&gt;Since its last regular meeting on December 14, 2009, the Commission has received two new complaints.&amp;#0160; There are currently 13 complaints pending in the Commission’s jurisdiction.&lt;/p&gt;

&lt;p&gt;a. &lt;span style=&quot;text-decoration: underline;&quot;&gt;Filing deadline&lt;/span&gt;. &amp;#0160;The most recent filing deadline was February 1, 2010 for the Second Semi-Annual statement, which covers the reporting period ending December 31, 2009.&amp;#0160; As of February 2, there are 29 filers who have not filed their required campaign statements.&amp;#0160; However, staff continues to receive paper statements in the mail. &lt;/p&gt;
&lt;p&gt;The Ethics Commission has begun to conduct candidate trainings for the November 2, 2010 election.&amp;#0160; The next training will be on May 12, 2010.&amp;#0160; A notice about the training dates has been emailed and mailed to all potential candidates. &amp;#0160;A list of training dates is available on the Commission’s website.&lt;/p&gt;
&lt;p&gt;Staff continues to provide training to new staff who joined the Commission as a result of recent City-wide bumping.&amp;#0160; &lt;/p&gt;

&lt;p&gt;Staff conducted a workshop in January for candidates running for office in November 2010. Approximately 40 candidates, treasurers and other interested persons attended the workshop.&amp;#0160; Staff continues to provide outreach to candidates and their representatives through email notices.&lt;/p&gt;
&lt;p&gt;As of January 27, 2010, 53 candidates declared an intent to run for office in November 2010.&amp;#0160; Staff has been busy answering questions about campaign finance requirements and about the public financing program.&amp;#0160; The first day on which candidates for the Board of Supervisors could submit an application for public funds was February 2.&amp;#0160; On that date, three candidates submitted an application for public funds.&amp;#0160; &amp;#0160;&amp;#0160;&lt;/p&gt;
&lt;p&gt;Staff is also preparing for the June 2010 election.&amp;#0160; Staff has prepared material for a workshop to be held in early March for candidates running for county central committee seats in June 2010.&amp;#0160;&amp;#0160;&amp;#0160;&amp;#0160; &amp;#0160;&amp;#0160;&lt;/p&gt;
&lt;h3&gt;6.&amp;#0160; Lobbyist program.&amp;#0160; &lt;/h3&gt;
&lt;p&gt;As of January 15, 2010, 40 lobbyists were registered with the Commission under the old Lobbyist Ordinance.&amp;#0160; In the 2009-2010 fiscal year, $14,662.50 in lobbyist fees and $400.00 in fines have been collected, for a total of $15,062.50.&amp;#0160; The fourth quarter 2009 filing deadline was January 15, 2010.&amp;#0160; All 40 registered lobbyists filed their reports and the 4th Quarter 2009 Summary was published on February 1, 2010.&amp;#0160; &lt;/p&gt;
&lt;p&gt;As of January 1, 2010, individuals who meet the lobbyist definition under the new Ordinance are required to register and submit reports on a monthly basis, with the first report due by February 15, 2010, covering the period January 1-31, 2010.&amp;#0160; As of now, 11 individuals have completed their registration; the registrations of another 25 are in process.&amp;#0160; Lobbyists will be required to submit reports electronically on the 15th of each month.&amp;#0160; The Commission and Netfile activated the new lobbyist electronic filing system on January 4, 2010.&amp;#0160; &lt;/p&gt;
&lt;p&gt;Commission staff offered training to lobbyists on January 13, 2010 and began disseminating login and password information to registered lobbyists after the training.&amp;#0160; At the training, lobbyists raised some issues with reporting and requested a dialog with Commission staff to develop solutions.&amp;#0160; Commission staff disseminated proposed solutions via e-mail and on the Commission’s web site and solicited feedback from the lobbyists.&amp;#0160; Commission staff received input from lobbyists via e-mail and held an interested persons meeting on January 25, 2010 to obtain feedback.&amp;#0160; On January 29, 2010, Commission staff posted the solutions to the Commission’s web site.&amp;#0160; &lt;/p&gt;
&lt;h3&gt;7.&amp;#0160; Campaign Consultant program.&amp;#0160; &lt;/h3&gt;
&lt;p&gt;As of February 2, 2010, 24 campaign consultants are active and registered with the Commission.&amp;#0160; The annual re-registration deadline was on Monday, January 4, 2010.&amp;#0160; Two consultants filed one day late; all others filed on time.&amp;#0160; Two consultants have failed to re-register or terminate.&amp;#0160; $11,450 in registration fees and $100 in late fines have been collected in the 2009-2010 fiscal year. &amp;#0160;&lt;/p&gt;
&lt;p&gt;The next quarterly report is due March 15, 2010.&amp;#0160; Staff will send reminder notices to the campaign consultants two weeks prior to the deadline.&lt;/p&gt;
&lt;h3&gt;8.&amp;#0160; Statements of Economic Interests.&lt;/h3&gt;
&lt;p&gt;April 1 is the deadline for designated officers and employees to file their annual Statement of Economic Interests (“SEIs”).&amp;#0160; Staff has issued notices to department heads and commission secretaries about their filing officer duties.&amp;#0160; Staff will be giving trainings on the SEI, the first of which is tentatively planned for February&amp;#0160; 23 in Room 421 City Hall.&amp;#0160;&amp;#0160; April 1 is also the deadline for department heads and members of boards and commissions to file their annual Sunshine Ordinance declaration.&lt;/p&gt;
&lt;p&gt;On Tuesday, March 2, 2010, at 5:30 p.m., the City Attorney’s Office will be providing a Sunshine Ordinance/ethics training workshop at the Koret Auditorium in the Main Library (100 Larkin and Grove).&amp;#0160; Attendance at the event will satisfy the annual Sunshine training requirement as well as the biannual AB1234 ethics training requirement.&amp;#0160; Commission staff will provide forms for attendees to fill out.&amp;#0160; &lt;/p&gt;
&lt;h3&gt;9.&amp;#0160; Outreach and Education.&lt;/h3&gt;

&lt;p&gt;The report summarizes payments promised by or received from clients of contract lobbyists, businesses and organizations, and expenditure lobbyists for the purpose of influencing local legislative or administrative action.&amp;#0160; In addition, the report details lobbyist activity expenses, political contributions, and gift tickets or admissions given to City officials, City contracts awarded during the reporting period, payments received in exchange for providing campaign consulting services, and employment of City officers or employees.&amp;#0160; Individual lobbyist activity reports containing other information are available at the Ethics Commission office at 25 Van Ness Avenue, Suite 220, on weekdays from 8:00 a.m. to 5:00 p.m.&amp;#0160; The summary report is also available at the Commission’s website http://www.sfethics.org, or at the Ethics Commission office.&lt;/p&gt;

&lt;p&gt;Contract lobbyists reported receiving &lt;strong&gt;$1,543,565.55&lt;/strong&gt; in payments from clients for influencing local legislative or administrative action during the fourth quarter. The highest amounts of payments were:&amp;#0160; Platinum Advisors, LLC,&lt;strong&gt; &lt;/strong&gt;&lt;strong&gt;$&lt;/strong&gt; &lt;strong&gt;293,142.30&lt;/strong&gt;; HMS Associates, &lt;strong&gt;$275,000&lt;/strong&gt;; and&lt;strong&gt; &lt;/strong&gt;Gladstone &amp;amp; Associates,&lt;strong&gt; &lt;/strong&gt;&lt;strong&gt;$236,021.20&lt;/strong&gt;.&lt;/p&gt;
&lt;h3&gt;2. Payments  Made by Business and Organization and Expenditure Lobbyists&lt;/h3&gt;
&lt;p&gt;Business and organization and expenditure lobbyists reported spending a total of &lt;strong&gt;&amp;#0160;$245,701.02 &lt;/strong&gt;during the fourth quarter to influence local legislative and administrative action.&amp;#0160; The business and organization and expenditure lobbyists that made the largest total payments were:&amp;#0160; AT&amp;amp;T (Pacific Telesis &amp;amp; Subsidiaries), &lt;strong&gt;$67,786.97&lt;/strong&gt;; Pacific Gas and Electric and its affiliated entities&lt;strong&gt;, $65,792.35&lt;/strong&gt;; and San Francisco Common Sense Coalition, &lt;strong&gt;$58,110.29&lt;/strong&gt;.&lt;/p&gt;
